How to Verify a Chinese Packaging Supplier’s Factory Claims: A 5-Step Playbook
Use these five requests to compare supplier records, entity information and order-level documentation before approving a foodservice packaging purchase order.

The stage this playbook covers
Use this playbook after you have narrowed the field to one or two Chinese packaging suppliers and before approving a first purchase order. It is designed to turn a broad factory claim into a set of documents and questions that can be matched to the actual supply path.
Certifications and permits are point-in-time. Reconfirm the validity dates on any document at the point of purchase, and match every document to the entity, site, finished SKU, order and destination market being reviewed.
The requests below are signals, not guarantees. They help a buyer identify unanswered questions before an order is approved.
Request 1: Core certificate records and identifiers
Start by requesting current PDF copies of any certificates the supplier relies on, together with their identifiers and holder details. Ask which legal entity holds each record and whether that entity is the one quoted, invoicing or manufacturing the selected item.
For an FSC claim, review the holder, scope, certification body and dates through the official FSC certificate search. A public record can confirm a certificate record for its holder; it does not establish that every future order will carry an FSC claim.
For a recycled-content claim, review the relevant organisation and scope through Textile Exchange. Treat a Textile Exchange identifier as an organisation record, not as proof that every SKU uses certified recycled input. Ask whether a Transaction Certificate may be available for an applicable shipment.
For ISO 9001, ask for the certificate number, issuing body and current validity dates. The issuing body's accreditation can be reviewed through the applicable accreditation register. ISO 9001 is a quality-management-system record, not proof of food-contact compliance or product performance.
A supplier may also publish a National High-Tech Enterprise recognition. Treat it as one item of company information and request supporting materials if independent confirmation matters to the buying decision.
What this request can establish: current records and their named holders. What it cannot establish: that a selected order will be made under a particular claim or programme.
Request 2: Business documents and entity mapping
Ask for the supplier’s business licence (营业执照), any relevant printing-permit documentation, and a short written entity-mapping statement. The statement should identify which entity holds each certificate, which entity will issue the commercial invoice, which entity is responsible for manufacture, and how any related entities are connected.
Different names across a certificate, quotation and invoice are not automatically a problem. A former-name relationship or related manufacturing and export entities can exist. The relationship should be explained in writing and be reconcilable with the actual supply path.
What this request can establish: the documentation provided identifies a registered entity and discloses the proposed entity relationship. What it cannot establish: operational quality, food-contact suitability or destination-market compliance for a specific SKU.
Request 3: Order-level documentation requirements
Put the documentation you need into the purchase-order terms rather than relying on a pre-qualification pack. State the selected SKU, components, materials, intended food use, destination market and any proposed claim before asking what documentation can apply.
For a selected FSC order, confirm the applicable claim on the invoice and shipping documents. For an applicable GRS order, ask whether a shipment-level Transaction Certificate can be provided. The base organisational records do not replace order-level review.
Where the purchase requires quality, food-contact or loading evidence, specify the exact document, sample or SKU identification, issue date, destination market and acceptance criteria in the order terms. A buyer may choose to arrange independent inspection, but its scope, timing and provider should be agreed for the individual order.
What this request can establish: the supplier has identified what order-level support may be available for the agreed configuration. What it cannot establish: product quality without evidence tied to the completed order.
Request 4: Production-side information and site matching
Ask what production-side information can be made available during the RFQ and order process. If a supplier offers a live walk-through or other site information, compare the location, equipment and product flow with the entity and site shown in the documents you received.
Useful questions include whether the factory address matches the business documentation, how the proposed packaging is produced, what quality checks are used for the selected configuration, and how an order can be identified at the relevant site.
What this request can establish: information about a facility at the time it is reviewed. What it cannot establish: that a later order will be produced at that facility without order-specific evidence.
Request 5: Relevant shipment and documentation experience
You may ask whether the supplier can provide non-confidential evidence of experience serving your destination market or a comparable packaging application. Suppliers may reasonably decline to disclose customer information or shipment documents, so treat the response as one signal rather than a pass-or-fail test.
If a redacted example is offered, review the document type, issuer, dates, product identification and whether the proposed order would follow the same documented process. Do not assume that a historical example automatically applies to a new configuration.
What this request can establish: some evidence of a documented workflow or relevant experience. What it cannot establish: the outcome of your upcoming order.
What certificates and paperwork prove — and what they do not
Does an FSC certificate prove my shipment will be made with FSC paper?
No. Confirm the applicable FSC claim against the selected order’s invoice and shipping documents.
Does a business licence prove factory ownership?
No. It identifies a registered entity; it does not by itself establish who owns, leases or operates a production site.
Does ISO 9001 mean I can skip order-level quality review?
No. It is a management-system record for its stated holder and scope. The selected order still needs its own specification and evidence review.
Does a supplier who provides all five requests guarantee a good order?
No. The five requests are a structured filter for unresolved questions, not a guarantee of outcome.
How often should I re-verify?
Recheck current validity, holder and scope whenever a new purchase order depends on a certificate or claim. Keep the record version and review date with the approved order.
A worked example: read the scope, not just the badge

When this playbook does not apply
At the earliest sample or discovery stage, a complete document package may be premature. Start by defining the product and use case, then use the five requests once the supplier and finished configuration are being seriously considered.
Direct sourcing may also be a poor fit for an urgent replenishment, a specification that is still changing, or a buyer unable to review documentation appropriate to the intended market. Pricing, minimum order quantity and timing should be confirmed against the exact product, customization, quantity and destination.
